One man and a woman

Assembly elections bring about change of guard in the States but Lok Sabha members continue. This is an anomaly and hence a proportional representation system at the Centre is more suitable. This can be implemented for Rajya Sabha without much difficulty. The Women's bill, similarly is hanging fire and a system of electing one man and a woman from each constituency can solve this impasse.

Tussle between the party leader and its President plagues almost all the parties. Ticket distribution is a contentious affair and issuing whip in parliament looks like a bondage. Democracy can be successful only if its operational nitty gritty receives periodical reforms. We sorely lack the statesmanship required at the moment for such clean up jobs. [TNM55]
